“Act of Schooling Fundraising Program at Schools of All Levels” Passed its Third Reading, Expanding Assistance to Disadvantaged Students

Since 2008, the Ministry of Education (MOE) has been promoting the “Educational Savings Account to Public Senior High Schools and Vocational Schools (and below).” To date, up to 3,162 schools have participated in the fundraising, and 33,204 people have received the subsidy; the total amount of donation has reached NT$468,626,046. To expand its scope and coverage, and secure more education opportunities for disadvantaged students, the MOE formulated “Act of Schooling Fundraising Program at Schools of All Levels” and the Legislative Yuan has passed its third reading on Dec. 10th, 2013.

The Educational Savings Account has won giver’s wide recognition since its launch through providing long-term assistance in securing education opportunity for disadvantaged students. The passing of “Act of Schooling Fundraising Program at Schools of All Levels” will further expand its scope to cover varied recipients, facilitate inter-school cooperation, enhance resource exchanges, and utilize funds in the Educational Savings Account in a sustainable way to maximize its benefits.

“Act of Schooling Fundraising Program at Schools of All Levels” aims to realize four major purposes as follows:

1. The current approach of the Educational Savings Account will continue to be followed; the scope of assistance will be expanded to schools of all levels, public and private alike, allowing all financially disadvantaged students to receive timely support.
2. The proper management of the annual fundraising surplus to accumulate surpluses in the Educational Savings Account in an effective way to secure education opportunities for disadvantaged students on a long term basis.
3. To simplify schools’ application procedures of fundraising to adapt to their current operating conditions.
4. To implement the governance mechanism of the Educational Savings Account through an audit management process.

As “Act of Schooling Fundraising Program at Schools of All Levels” passed the legislation, MOE aims to secure education opportunity for disadvantaged students, thereby creating a sound and diversified education aid system through the promotion of Educational Savings Account.
