The 2014 MOE Evaluation of Administrative Effectiveness: The Implementation of Special Education Programs by Local Government

The Outcome of the 2014 MOE Evaluation of Administrative Effectiveness: The Implementation of Special Education Programs by Local Governments has been released. A total of 22 cities and counties have been surveyed by this evaluation. Among those cities and counties, 4 were designated as excellent; 7 earned grade A designation; 5 received grade B designation; while 2 received grade C and 4 received grade D. MOE will decide on rewards or follow-up counseling based on their evaluation outcomes.
Art. 47. 2. of Special Education Act stipulates that MOE, in every three years, must conduct an evaluation on the administrative effectiveness of the government authorities (in the level of special municipalities, counties, and county level cities) in their implementation of special education). According to the Regulations for Evaluation of the Government Authorities Effectiveness in their Implementation of Special Education (in the level of special municipality, county, and county level city) (referred to as Regulations of Evaluation in the following paragraphs), MOE commissioned Special Education Association of the Republic of China to administrate the evaluate the administrative effectiveness of local governments in their implementation of special education in the year of 2014. Contrary to instructional evaluation, the focus of this evaluation was on the administrative effectiveness in special education programs. This evaluation covered the implementation result from January 1, 2012 to July 31, 2014. The relevant documents were collected and inspected in a designated place. The candidates were divided into two batches based on the lots they drew. Each candidate was evaluated for two days. The items listed in the evaluation were based on the relevant stipulations in Regulations for Evaluation Act. 2. Still, various other aspects, such as administration of gifted education, local features, self-improvement since prior evaluation, as well as several strategic aspects discussed under The White Paper on Protection of Rights and Interests of Disabled Citizens, were all incorporated as part of the evaluation checklist.
